Requires all assassination records sent to NA for public disclosure to be consisted of in the Collection and provided for public assessment and copying.

Requires the Collection to be maintained, safeguarded, archived, and provided to the general public at NA utilizing appropriations licensed, defined, and limited for usage under this Act.

President George H. Bush signed the legislation into law in October 1992.
